Call for Proposal Submissions under the Business Digital Upgrade Scheme (2025 Call)

The Ministry of Energy, Commerce and Industry (MECI) announces a Call for Proposal Submissions under the Business Digital Upgrade Scheme, which is part of the THALIA 2021–2027 Programme. The Scheme is co-funded by the European Union’s European Regional Development Fund (ERDF) and the Republic of Cyprus under the Cohesion Policy in Cyprus.

The total budget for the Scheme during the 2021–2027 Programming Period amounts to €30 million (€20 million under THALIA and €10 million under the Recovery and Resilience Plan). The amount allocated for the 3rd call is €14 million, which includes savings from the first call of the Scheme.

The Scheme aims to encourage investments in digital technology and to enhance its integration within businesses that are established or will be established in areas of Cyprus under the effective control of the Republic of Cyprus.

Eligible to participate in the Scheme are existing small and medium-sized enterprises (SMEs) that will implement expenditures related to digital upgrading (including e-commerce), as well as new SMEs whose investment proposal necessarily includes e-commerce and/or the implementation of advanced digital technologies.

The grant intensity is 50% of the eligible proposal budget, with a maximum grant amount of €50,000. It may cover expenses such as off-the-shelf software, customized software, systems, IT programs and services, other digital upgrade-related costs not directly associated with IT systems, and equipment required for the proposed digital upgrade.

For businesses located or to be located in mountainous and disadvantaged areas, the grant intensity rises to 70% of the eligible proposal budget, and the maximum grant amount that may be awarded is €70,000.

The proposal and required documentation submission period will begin on May 20, 2025, at 9:00 a.m., and applications will be accepted until the available budget is exhausted, exclusively via the MECI’s Electronic Grant Scheme System at https://fundingapps.meci.gov.cy/ using Chrome, Firefox, or Edge browsers.

Priority will be determined based on the order of proposal submission (immediate evaluation), and the total amount of approvals will not exceed the available budget of this Call.

Interested parties are encouraged to submit an application only when their investment proposals are mature and all necessary supporting documents are in hand.
